If you want to keep the "Scale Objects Inserted From Other drawings" as "On" then use “Locate using Geographic Data” as both drawings are geo-referenced already. It would allow you to line them up perfectly. Go to Xref Manager and detach referenced file. Attach same file again. WebFreeze off your XREF data and import the alignment and labels natively into the sheet drawings.
