What I usually do to get them out is take the correct size screwdriver bit and slip it into a small socket and use a 1/4" ratchet to turn it. I don't know if this provides more torque than an impact, but it's only failed for me once. In that case I simply drilled the head of the screw off to remove the rotor.

I know it's not something that you have in your kit, but if these are prooving to be a pain to remove the correct tool to use is an impact screwdriver.
